Teaching English in Taiwan in 2026: Requirements, Work Permit and ARC

In short

To teach English in Taiwan legally, you need a job with a registered cram school, a college or university degree (plus a language teacher training certificate if it is not a bachelor’s) and a passport from a country where English is an official language. Your school applies for the work permit through the Workforce Development Agency’s online system, then you get an Alien Resident Certificate (ARC) after you arrive. A TEFL is not legally required if you have a degree, and teaching on a tourist entry can get a later application refused.

Last updated: 19 October 2026. The rules below come from Taiwan’s Workforce Development Agency (WDA, Ministry of Labor) and the regulation it applies, last amended on 27 October 2022. Rules and fees can change: check the official pages, or ask the Taiwan embassy or representative office that covers your country, before you commit to anything.

If you want to teach English in Taiwan legally in 2026, the short answer is this: you need a job with a registered school (usually a cram school, called a *buxiban*), a college or university degree, a passport from a country where English is the official language, and a work permit that your employer applies for. Then you get an Alien Resident Certificate (ARC) after you arrive. Working on a tourist entry is not a shortcut, and it is the easiest way to get a bad record.

This guide explains the official requirements for teaching English in Taiwan, what the paperwork looks like in practice, and where to find roles. It is for Western professionals, so we focus on the standard route: full-time English teacher at a cram school, the private language school where children and adults study English as a foreign language.

Teaching English in Taiwan: the requirements at a glance

The regulation page is in Chinese only; the summary above is our reading of it, so ask your employer to confirm the details for your case.

Do you need a TEFL certificate to teach English in Taiwan?

Officially, a TEFL is not required if you hold a bachelor’s degree: the rule asks for a degree *or*, for people without a bachelor’s, a language teacher training certificate. In practice, many schools still prefer candidates with a TEFL, TESOL or CELTA certificate or some classroom experience, and a certificate can help you stand out in a crowded market. Treat it as a competitive advantage, not a legal requirement.

The passport rule: who can teach English in Taiwan?

The official definition says a cram school teacher teaches the language course “in the official language of the country on the teacher’s passport”. For English, that means a passport from a country where English is an official language: being a native English speaker is not enough on its own. If you are a fluent non-native speaker with another passport, this route is not designed for you. Check with a Taiwanese school or the WDA (the agency lists a phone line for questions on its site) before you plan around it.

How the work permit works

  1. You find a school. The employer must be a registered short-term cram school. Ask for its registration details before signing: a legitimate school will give them to you.
  2. The school applies for your work permit. Cram schools use the WDA’s online EZ Work Permit system, which was extended to English cram school teachers in December 2022. In Taiwan the permit is applied for by the employer, not by you.
  3. You collect your documents. Expect to provide at least your passport and degree. The exact list (including any legalisation of documents) is on the official page’s required-documents tab: ask your school for the current checklist.
  4. Entry and ARC. Once the permit is approved, you enter Taiwan with the right visa. Taiwanese university guidance says resident visa holders must apply for the ARC within 15 days of arrival, through the National Immigration Agency: confirm the deadline for your visa type. Your ARC is what you need to open a bank account, sign a lease and join national health insurance.

Our Taiwan visa guide walks through the Gold Card, the standard employer-sponsored work visa and the ARC step in more detail.

What not to do

The regulation says the visa office may refuse an application if, in the three years before you apply, you did something like work without permission, abscond from your employer for three consecutive days, or give false information. In plain English: do not start teaching “just for a week” before the permit is approved, and do not accept a school that tells you to. If something goes wrong, you are the one with the record, not the school.

Pay: what to expect

We could not verify a current official salary figure, and we do not want to give you a number we cannot source. What we can say: pay varies by city, hours and type of school, and public school or international school positions generally follow different hiring channels from cram schools. Before you sign, ask for:

  • the monthly base salary and how many teaching hours it covers;
  • whether bonuses (contract completion, attendance) are in the contract, in writing;
  • how many hours you are expected to be at school beyond teaching hours;
  • health insurance and who pays for what;
  • the length of the contract and what happens if you leave early.

Compare what you are offered with the cost of living in the city on our Taiwan cost of living guide rather than with a headline salary.

Where to find teaching jobs in Taiwan

Finding ESL teaching opportunities in Taiwan

For most foreigners, English teaching in Taiwan means a cram school job as an ESL teacher. When you compare teaching opportunities, ask each school how many hours are set aside for lesson planning, whether airfare is reimbursed, and how they handle private tutoring requests: any teaching outside the employers on your permit counts as work without permission. A TEFL course (or a TESOL or CELTA) is not a legal requirement if you have a degree, but it remains a useful teaching certificate when you apply.

FAQ

Can I teach English in Taiwan without a degree?

The official page says you must be a college or university graduate. If you do not hold a bachelor’s degree, you also need a language teacher training certificate. Because schools must meet the permit criteria, most look for bachelor’s degree holders.

Do I need a TEFL to teach English in Taiwan?

Not officially, if you have a bachelor’s degree. A TEFL helps you compete for jobs, and it is the certificate route for people without a bachelor’s degree.

Can I teach English in Taiwan on a tourist visa?

No. Teaching requires a work permit approved before you start. Unauthorised work is listed among the reasons the authorities can refuse a later application.

Can non-native English speakers teach English in Taiwan?

The cram school route requires you to teach the official language of your passport’s country. So the passport you hold matters more than how well you speak English. Ask the WDA or a school if you are in doubt.

How long does the Taiwan work permit take?

Taiwan News reported in December 2022 that the EZ Work Permit system handles cram school teacher applications online. We have not found an official processing time for this category, so ask your employer for their latest experience.
