In short
The Taiwan Employment Gold Card is a combined open work permit, residence permit and visa for skilled professionals, so you do not need an employer to sponsor you. You apply under one of 12 fields; several routes ask for a most recent monthly salary of at least NT$160,000, others for years of experience or a doctorate. The fee is NT$3,700 to NT$5,700 for a one- to three-year card for most foreign passport holders, and the full process can take over 60 business days.
Last updated: 20 October 2026. Everything below comes from the official Taiwan Gold Card site run by the National Development Council and the National Immigration Agency (pages read on 20 October 2026). Criteria, fees and processing times change: check the official pages, or ask the Taiwan representative office that covers your country, before you pay anything.
The Taiwan Employment Gold Card is the simplest way for a skilled foreigner to work in Taiwan without an employer sponsoring the paperwork. It combines a work permit, a residence permit and a visa in one card, and the work permit is open: you can work for any company, change jobs, or even be self-employed. The catch is that you have to prove you are a skilled professional in one of 12 fields, and the paperwork is slower than most people expect.
This guide explains what the Gold Card is, who qualifies, what it costs, how long it takes and what the tax benefit really is. If you are comparing it with the standard employer-sponsored route, see our Taiwan visa guide.
What is the Taiwan Employment Gold Card?
The official site describes it as “a combined open work permit, residence permit and visa for skilled professionals”. In practice, that gives you:
- An open work permit. Your employer does not need to apply for a separate permit for you. The site says holders can work for any company, and can be self-employed or start a company.
- Residence for up to three years. You pick a one-, two- or three-year card when you apply.
- Family options. Your spouse can come, but needs an individual work permit from the Ministry of Labor to work (more on that below).
- A possible tax benefit for high salaries, with conditions.
It is not a visa you can get just because you have a degree. You must meet the criteria of one specific field and regulation.
Who qualifies for the Gold Card? The 12 fields
The Act for the Recruitment and Employment of Foreign Professional Talent covers twelve fields: Architecture, Arts and Culture, Digital, Economy, Education, Finance, National Defense, Science and Technology, Law, Sports, Biotechnology and Environment. You apply under one field and one regulation (apart from Architecture), and you must send documents that match your choice as closely as possible.
The official site has a “Gold Card Qualification Check” tool that shows which criteria may apply to you. The thresholds differ a lot between fields. A few examples from the official field pages:
| Field | One of the routes (you need to meet one) | What it asks for |
|---|---|---|
| Science and Technology | Technology industry route | A most recent monthly salary of at least NT$160,000, shown for example with an annual tax statement issued within 3 years |
| Science and Technology | Other routes | A doctorate plus 3 or 4 years of related work, or an academic certificate plus 3 years of related experience, depending on the item |
| Economy | Role in an economic company or field | A most recent monthly salary of at least NT$160,000 |
| Economy | Key industry, cultural and creative, retail executive routes | More than 8 years of related work experience (or a doctorate plus 4 years or an international award, for key industry technical capability) |
| Digital | Experience | At least 8 years of relevant professional experience in digital economy fields |
| Digital | Salary | A digital economy position with a most recent monthly salary of at least NT$160,000 |
| Digital | Doctorate | A doctorate from a top 500 university in the QS, THE or U.S. News rankings, or a doctorate plus 4 years of related work and proof of expertise such as a patent or published research |
Two practical points. First, the NT$160,000 figure is a monthly salary and it is the “most recent” one, so you need proof, usually a tax statement or payslips, not an offer letter. Second, the field pages are more detailed than this table: some items have notes about what counts as experience, and the official text shows small differences between the main text and the notes. Read your field page in full.
Applicants from certain designated countries must provide a sponsor in Taiwan, and some categories of people are not eligible. The application page does not list them, so check it for your passport before you start. ROC nationals with a household registration or National ID card cannot apply.
What does the Gold Card cost?
The application fee is in New Taiwan dollars, depends on how long a card you choose, and is nonrefundable, whatever the result.
| Applicant | 1 year | 2 years | 3 years |
|---|---|---|---|
| Foreign passport holders (non-US) | NT$3,700 | NT$4,700 | NT$5,700 |
| US passport holders applying in Taiwan | NT$3,700 | NT$4,700 | NT$5,700 |
| US passport holders applying abroad | NT$7,605 | NT$8,605 | NT$9,605 |
| Valid ARC holders applying in Taiwan | NT$1,500 | NT$2,500 | NT$3,500 |
Hong Kong and Macau residents pay NT$3,100 for any term. Extensions cost NT$1,500, NT$2,500 or NT$3,500 for foreign passport holders. These are the figures on the official application page on 20 October 2026; they can change.
How to apply, step by step
The official application guide gives these steps:
- Register on the Foreign Professionals Online Application Platform. Your English name must match your passport.
- Fill in the online form and upload your documents. The site estimates about 15 minutes if you have everything ready. You need a colour copy of your passport with at least six months of validity, a recent 2-inch colour photo (taken within the last six months), the documents that prove your chosen qualification, and your previous Taiwan visa and residence permit if you had one.
- Pay online. There are six payment methods.
- Keep your 12-digit application number, sent by email.
- If you apply from abroad, have your passport inspected at a Bureau of Consular Affairs office or an ROC overseas mission.
- Collect your card at a National Immigration Agency service center. Overseas applicants must do this within 30 days of entering Taiwan.
How long does it take?
The official page says that with complete documents the process “can take over 60 business days”. For overseas applicants, passport inspection typically takes about 7 working days, followed by roughly one to two weeks of National Immigration Agency review. Do not resign from your job, sublet your flat or book non-refundable flights before you have your approval.
Also note that some visa types cannot be converted inside Taiwan, so you may have to leave and apply from abroad.
Gold Card vs the standard work permit
| Gold Card | Employer-sponsored work permit | |
|---|---|---|
| Who applies | You | Your employer (Ministry of Labor) |
| Job offer needed | No | Yes |
| Changing jobs | No new permit needed | New permit |
| Proof needed | A qualification in one of 12 fields | A job and the employer’s file |
| Speed | Can take over 60 business days | Depends on the employer and the permit type |
The Gold Card is not “better” for everyone. If you have already found a job, such as teaching at a cram school, the employer-sponsored permit is the normal and often faster route: see our guide to teaching English in Taiwan. The Gold Card makes sense if you want freedom to change employers, work remotely for clients, freelance, or start a company.
Working in Taiwan with a Gold Card
According to the official FAQ:
- Employers do not need to apply for a separate work permit for you.
- You can be self-employed or start a company.
- There are no industry restrictions, but if the work does not match the field on your card, you lose the Gold Card tax benefits.
- Changes in employment do not affect the card’s validity, so becoming unemployed does not cancel it.

The tax benefit: what it is, and what it is not
The Gold Card site describes a tax relief for high salaries. As explained on its tax FAQ:
- It applies to salary income above NT$3 million: half of the part above that line is excluded from individual income tax.
- It applies only in tax years when you stay in Taiwan for 183 full days.
- It lasts five years, from the first tax year you meet all the conditions.
- You must have received your first residence approval for work, be doing professional work in your Gold Card field, and have had no household registration and no tax residency in Taiwan in the prior five years.
- You claim it during the annual filing period in May, or when you file a departure tax return.
So this is not a general tax holiday. It only matters if you earn more than NT$3 million a year. Ask a tax professional about your own situation.
Can your family come?
Spouses and children can enter visa-free (if their passport allows it), on a visitor visa, or on a resident visa for a spouse or child, then apply for an ARC at a National Immigration Agency service center. A spouse can work, but needs an individual work permit from the Ministry of Labor, and regulated professions such as medicine still require the relevant certification. Parents and grandparents can apply for a visitor visa. The family page says Mainland Chinese spouses and children follow a different path (a Family Reunion Certificate) and cannot get a resident visa or convert to an ARC.
FAQ
Is the Taiwan Employment Gold Card worth it?
It is worth it if you qualify and want an open work permit that does not depend on one employer. If you already have a job offer from a Taiwan employer, the standard employer-sponsored permit may be simpler. The Gold Card fee (NT$3,700 to NT$5,700 for most applicants) is small, but the real cost is gathering documents and waiting.
Do I need a job offer for the Gold Card?
No. The Gold Card is an open work permit, and you apply yourself. You do need to prove you meet the criteria of one of the 12 fields, and for some routes that proof is your current or previous salary or employment record.
What salary do you need for the Taiwan Gold Card?
Some routes in the Science and Technology, Economy and Digital fields ask for a most recent monthly salary of at least NT$160,000. Other routes do not use salary at all and ask for years of experience (for example 8 years in digital economy fields) or a doctorate. The criteria depend on your field and item.
Can I work for any company with the Gold Card?
Yes, the open work permit has no industry restriction, and changing employers does not affect the card. The tax benefit, however, is lost if your work does not match the field on your card.
How long does the Gold Card take to arrive?
The official page says the process can take over 60 business days with complete documents. Overseas applicants also need a passport inspection and must collect the card at an NIA service center within 30 days of entering Taiwan.
